The direction of the wipe matters less than the condition of the cloth, but straight passes make it easier to see what has been cleaned and reduce the chance of creating circular patterns that become obvious under storefront lighting. The finish should not be cleaned aggressively just because it is reflective. More pressure does not produce more cleanliness. It usually produces more friction.
The other thing: never let anyone polish a mirror black rack with a metal polish. Polishing compounds are designed for solid metal surfaces, and they can cut through a thin decorative layer. The people selling you those compounds may describe them as a way to restore the finish. They do not recreate the PVD layer. At best, they change the appearance of a mark. At worst, they expose more of the substrate.

Do not use a magic eraser, scouring pad, abrasive sponge, or fine steel wool as a first response. Those products can remove a mark while also creating a larger field of micro-abrasion around it. On a mirror black surface, the attempted repair can become more visible than the original scratch.
Long-term maintenance: making the finish last more than a season
If you want a mirror black rack to look the way it looked in the catalog photo for longer than six months, you have to manage the system around it, not just the rack itself.
Hanger material is the single biggest lever you have. Plastic hangers, flocked hangers, or wooden hangers all have softer contact surfaces than bare metal wire or chrome. The hanger is the object that touches the rack on every transaction, so its hardness, shape, and cleanliness all influence the rate of visible wear. If you're installing a mirror black rack, you're committing to non-metal hangers on that rack. It is not an optional styling detail.
Flocked hangers are effective only when the flocking is intact and reasonably clean.
